1. What Changed in 2025โ2026: Per-Message Replaces Per-Conversation
Until mid-2025, Meta billed per 24-hour conversation window โ one charge covered the entire exchange. Since July 1, 2025, every delivered template message is its own line item.
> Key rule: You are only charged when a template message is successfully delivered. Free-form replies within an open 24-hour service window are free. Pricing is set by the recipient's country, not your business location.
